HARPS

We have made changes to our process and are now accepting a limited number of referrals. We are prioritizing individuals seeking support services and we are providing subsidy funds to individuals that clearly meet the criteria below. A referral is not a guarantee of funding or support services. Please note the new referral email address on the bottom of the referral form.

Housing and Recovery Peer Services (HARPS)

We strive to assist individuals in finding and maintaining a safe and affordable place to live while promoting personal growth and wellness. Our supports are non-clinical, because we draw on common experiences as peers to provide empowerment, guidance and encouragement to take responsibility and actively participate in recovery.

We are Peers having lived experience with mental health and/or substance use disorders. We use our own experiences in supporting reduced homelessness, increased recovery and resiliency of individuals. We support individuals with serious mental illness, substance use disorder and co-occurring disorder, who are exiting from, or at risk of entering, inpatient hospital or substance use treatment settings, who are also experiencing homelessness or at risk of losing housing or shelter.

A.      Who Qualifies:

Individuals who are experiencing a serious mental illness, substance use disorder or co-occurring disorder; AND
Who are released or at risk of entering: 

• Psychiatric inpatient settings

• Substance use treatment inpatient settings

• Who are unhoused or at risk of being unhoused

• Broad definition of being homeless (couch surfing included)

AND

Individuals who will be able to financially sustain their housing long term—beyond the initial bridge subsidy period.

Who fits the above criteria that is Not Eligible:

• Individuals who are eligible through Medicaid for Foundational Community Supports Supportive Housing Services.

• Individuals who have previously received HARPS Housing Subsidy or similar funds.HARPS Supportive Services.

• Individuals entering or in a housing program.

The Types of Supportive Services

• Housing search; Landlord negotiations; Furnishing and obtaining necessities; Creating an individualized, strengths-based action plan; Maintaining housing.

• Referrals to supportive employment services; Mentoring and encouraging on and off the job site; Support in obtaining necessary clothing and hygiene supplies; Assistance with navigating public transportation.

• Side-by-side encouragement in developing natural supports; Promoting self-advocacy; Encouraging and supporting individual and group activities.
